The CIPS Level 4 Diploma in Procurement and Supply is the gateway to MCIPS Chartered status the most recognised and respected professional credential in procurement and supply worldwide. Designed for professionals with at least two years of relevant business experience, this diploma marks the transition from operational to professional-level procurement practice.

The Level 4 Diploma is aligned to the Managerial level of the CIPS Global Standard for Procurement and Supply, and develops the analytical, commercial, and operational skills that employers across the UAE and GCC increasingly expect from their procurement teams.

At Skills Plus, this programme is delivered with a practical, GCC-relevant focus by experienced procurement professionals who understand the procurement landscape in the UAE, Saudi Arabia, and across the Gulf. On completion, you will be eligible to apply for Member (MCIPS) grade progression as you move through Levels 5 and 6.

CIPS Level 4 Diploma Modules

The Level 4 Diploma comprises 6 modules, each assessed by computer-based examination. This is the highest entry point on the CIPS qualification pathway.

01 L4M1 — Scope and Influence of Procurement and Supply12 Credits
◆ What you gain: Understand procurement's role in creating organisational value and competitive advantage

Procurement is far more than a cost management function it is a strategic lever for creating organisational value. L4M1 establishes this perspective as the foundation of the CIPS Level 4 Diploma, developing your ability to identify stakeholders across the sourcing process, analyse the full procurement cycle in depth, and understand the commercial and strategic influence that procurement exerts across an organisation.  As a 12-credit core module, this is the most substantial module in the Level 4 Diploma and deliberately so.

It develops your understanding of how procurement connects to organisational strategy, how supply markets are structured, and how procurement decisions affect financial performance, risk exposure, and competitive position. You will explore total cost of ownership, whole life costing, and how procurement creates value beyond price reduction.  For procurement professionals based in the UAE and GCC where procurement functions are increasingly expected to demonstrate strategic value to leadership teams L4M1 provides the commercial language, analytical frameworks, and strategic perspective that will elevate your contribution within your organisation.

02 L4M2 — Defining Business Need6 Credits

Every procurement process begins with a question: what does the organisation actually need? Getting the answer right precisely, completely, and in a form that suppliers can meaningfully respond to is one of the most critical skills in procurement. L4M2 develops your ability to define business requirements clearly, construct effective specifications, and build the business case for external sourcing.  You will explore the different types of specification functional, technical, output-based, and performance-based and understand how the choice of specification type shapes the entire sourcing process that follows.

The module covers market management techniques, how to challenge internal requirements to ensure they reflect genuine organisational need, and how to translate complex operational needs into procurement language.  For procurement professionals working in organisations across the UAE, where public and private sector procurement is governed by clear approval and business case requirements, L4M2 provides the structured methodology to define and document need in a way that supports compliance, value delivery, and successful sourcing outcomes.

03 L4M3 — Commercial Contracting6 Credits

Commercial contracts are the foundation of every supplier relationship and understanding them thoroughly is a non-negotiable requirement for any professional procurement practitioner. L4M3 develops your knowledge of contract law principles as they apply to procurement, the key elements that make a commercial contract valid and enforceable, and how to interpret and work with the range of terms and conditions you will encounter throughout your career.  You will examine the different types of contracts used in procurement from fixed-price and framework agreements to cost-reimbursable contracts and call-off arrangements and understand how risk is allocated between buyer and supplier through contract design.

05 L4M5 — Commercial Negotiation6 Credits

Negotiation is at the heart of procurement and the ability to negotiate well, consistently and professionally, is one of the skills that most directly determines the value a procurement function delivers to its organisation. L4M5 develops your commercial negotiation capability from first principles, giving you the frameworks, strategies, and practical techniques to prepare for, conduct, and close negotiations that achieve genuinely advantageous outcomes.  You will explore the key stages of a negotiation, from thorough preparation and objective setting through to the tactics and dynamics of the negotiation room and the principles of effective closure.

The module examines different negotiation styles competitive, collaborative, and compromise and helps you understand when each is most appropriate. You will also explore the psychology of negotiation, including how to read the other party, manage concessions, and maintain productive relationships throughout a commercial discussion.  For procurement professionals operating in the UAE and GCC, where negotiations frequently span cultural and linguistic boundaries and involve high-value, complex commercial arrangements, L4M5 provides the professional grounding that enables confident, effective performance in even the most challenging negotiation scenarios.

06 L4M6 — Supplier Relationships6 Credits

How you manage supplier relationships determines whether procurement delivers short-term price savings or long-term strategic value and understanding the full spectrum of buyer-supplier dynamics is essential to becoming a complete procurement professional. L4M6 develops your ability to analyse, segment, and manage supplier relationships in a deliberate and structured way.  You will explore how relationships in supply chains are formed and structured, from purely transactional arm’s-length buying to deep strategic partnerships where buyer and supplier actively co-create value.

The module covers supplier segmentation and portfolio analysis how to decide which suppliers warrant which level of relationship investment and develops your understanding of partnering: what it means, when it is appropriate, and how to make it work in practice.  You will also develop the stakeholder management and communication skills needed to build productive relationships both with external suppliers and with the internal stakeholders who influence supply chain decisions. For procurement professionals in the UAE and GCC, where long-term supplier relationships and local supplier development are priorities across many sectors, L4M6 provides directly relevant and immediately applicable professional knowledge.

Entry Requirements & More

Entry Requirements

This is the only entry point onto our Diploma qualifications. A minimum of at least two A-levels (or international equivalent) or a CIPS Level 3 Advanced Certificate qualification is required. Alternatively, you will need a minimum of two years’ relevant experience in a business environment.

Assessment

It is expected that you will undertake 250 GLH (Upto 600 GLH). The definition of guided learning hours is: ‘A measure of the amount of input time required to achieve the qualification. This includes lectures, tutorials and practicals, as well as supervised study in learning centres and workshops.

01 Why is the Level 4 the highest entry point rather than Level 2 or 3?

CIPS designates Level 4 as the highest entry point for those with 2+ years of business experience because it marks the start of the professional qualification pathway leading to MCIPS. Levels 2 and 3 are for those newer to the profession, while Level 4 begins the journey to Chartered status.

02 What experience do I need to enter at Level 4?

A minimum of 2 years of relevant business experience is generally recommended. This does not have to be exclusively in procurement experience in related functions such as finance, operations, or supply chain is also considered. Our advisors can confirm your eligibility.

03 How is the Level 4 Diploma assessed?

All modules are assessed through computer-based examinations. CIPS provides six exam sittings per year. You study at your own pace and sit each exam when you feel sufficiently prepared.

04 Does the Level 4 lead directly to MCIPS?

Not on its own. The full pathway to MCIPS requires successful completion of Level 4, Level 5, and Level 6. The Level 4 is the foundation you then progress through Levels 5 and 6 before applying for MCIPS Chartered status.

05 How long does the Level 4 take to complete?

Most learners complete the Level 4 within 12 to 18 months studying part-time alongside full-time work. The exam-based assessment format gives you full flexibility over your study and sitting schedule.

06 Can this qualification be funded by my employer?
