About This Qualification
The CIPS Level 3 Advanced Certificate in Procurement and Supply Operations is designed for professionals already working in an operational procurement or supply role who want to deepen their knowledge and improve their practical effectiveness. Building directly on the Level 2 Certificate, this qualification develops a broader and more applied understanding of procurement processes, supplier management, contract principles, and supply chain operations.
Delivered with a GCC-relevant focus by experienced procurement practitioners at Skills Plus, this qualification is assessed through computer-based examinations and can be studied flexibly around your existing work commitments.
On completion, you will be eligible to apply for Affiliate Membership of CIPS and will be well positioned to progress to the CIPS Level 4 Diploma, the highest entry point and the start of the journey to full MCIPS Chartered status.

Develops understanding of how external environments, market forces, and regulatory frameworks shape procurement and supply decisions. Covers sector differences, external market analysis, pricing arrangements, and the legal and governance structures that govern procurement activity. Particularly relevant for procurement professionals operating across the diverse regulatory landscape of the UAE and GCC.

02Ethical Procurement and Supply (L3M2) (Core)
Explores the significance of ethical behaviour in professional procurement practice, including the CIPS Code of Conduct, techniques to achieve added value ethically, Corporate Social Responsibility, and how to measure and improve sustainability performance across the supply base. Develops the professional ethical standards that CIPS expects of all qualified practitioners.

03Contract Administration (L3M3) (Core)
Develops practical knowledge of commercial contract administration, from the administrative content of contracts and competitive pricing through tendering and negotiation, to contract performance measurement using KPIs. 04Team Dynamics and Change (L3M4) (Core)
Examines the roles people play in procurement and supply functions and how teams operate effectively within organisations. Covers leadership styles, team dynamics, motivation, and how organisations plan and implement change. Develops the interpersonal and management skills that complement the technical expertise developed across other Level 3 modules.

05Socially Responsible Procurement (L3M5) (Core)
Examines sustainability, Corporate Social Responsibility, and social value in the context of procurement and supply. Explores the environmental impact of sourcing decisions, the tension between low-cost global sourcing and green logistics, and the methods used to monitor and improve CSR performance across the supply base. Directly relevant to the growing sustainability agenda in UAE and GCC procurement.

Do I need to have completed the CIPS Level 2 before enrolling?
Not necessarily. If you already have some experience working in a procurement or supply role, you may be able to enter directly at Level 3. Our advisors can assess your background and confirm the right entry point.
How is the Level 3 assessed?
Each module is assessed through a computer-based examination. CIPS offers six exam sittings per year, giving you flexibility to sit modules when you feel fully prepared.
How long does the Level 3 take to complete?
Most learners complete within 12 months studying part-time alongside full-time work. The pace is flexible, you study and sit exams when you are ready.
What can I progress to after this?
The Level 3 is the natural stepping stone to the CIPS Level 4 Diploma, the highest entry point for those beginning the journey to MCIPS Chartered status.
