The CIPS Level 4 Diploma in Procurement and Supply is the gateway to MCIPS Chartered status, the most recognised and respected professional credential in procurement and supply worldwide. Designed for professionals with at least two years of relevant business experience, this diploma marks the transition from operational to professional-level procurement practice.
The Level 4 Diploma is aligned to the Managerial level of the CIPS Global Standard for Procurement and Supply, and develops the analytical, commercial, and operational skills that employers across the UAE and GCC increasingly expect from their procurement teams.
At Skills Plus, this programme is delivered with a practical, GCC-relevant focus by experienced procurement professionals who understand the procurement landscape in the UAE, Saudi Arabia, and across the Gulf. Completing this diploma is the first step on the formal MCIPS pathway.

01Scope and Influence of Procurement and Supply (L4M1) (Core)
The flagship 12-credit module of the Level 4 Diploma. Develops the ability to identify key stakeholders in the sourcing process, analyse the full procurement cycle in depth, and evaluate the significant commercial and strategic influence procurement has as a source of added value. Establishes the commercial perspective needed to operate at a professional level and frames the entire Level 4 programme.

02Defining Business Need (L4M2) (Core)
Develops the ability to define organisational requirements precisely using specifications, requirements documents, and business cases. Covers market management techniques, the different types of specification (functional, technical, output-based, performance-based), and how to translate internal needs into procurement language that suppliers can respond to effectively.

03Commercial Contracting (L4M3) (Core)

Directly relevant to the growing ESG and responsible procurement agenda across UAE and GCC organisations.

Introduces the principles, strategies, and practical techniques of commercial negotiation from first principles. Covers the key stages of a negotiation, different negotiation styles, the psychology of negotiation, how to prepare and set objectives, and how to close agreements that achieve advantageous commercial outcomes. Develops the negotiation capability that most directly determines the value procurement delivers.

Frequently Asked Questions
Why is the Level 4 the highest entry point rather than Level 2 or 3?
CIPS designates Level 4 as the highest entry point for those with 2+ years of business experience because it marks the start of the professional qualification pathway leading to MCIPS. Levels 2 and 3 are for those newer to the profession.
What experience do I need to enter at Level 4?
A minimum of 2 years of relevant business experience is generally recommended. This does not have to be exclusively in procurement, experience in finance, operations, or supply chain is also considered. Our advisors can confirm your eligibility.
How is the Level 4 Diploma assessed?
All modules are assessed through computer-based examinations. CIPS provides six exam sittings per year, you study at your own pace and sit each exam when ready.
Does the Level 4 lead directly to MCIPS?
Not on its own. The full pathway to MCIPS requires successful completion of Levels 4, 5, and 6. The Level 4 is the foundation, you then progress through Levels 5 and 6 before applying for MCIPS Chartered status.
How long does it take?
Most learners complete within 12 to 18 months studying part-time alongside full-time work.
Can my employer fund this?
